Ukraine requires a 35x45 mm (413x531 pixels at 300 DPI) passport photo with a plain white background, administered by the State Migration Service (DMSU, or Державна міграційна служба). Ukrainian biometric passports have been issued since 2015, and all photos must meet ICAO 9303 biometric standards. Photos are captured on-site at DMSU offices and passport centers (TsNAP/CNAP) throughout Ukraine using standardized biometric equipment. For Ukrainians applying at diplomatic missions abroad, self-supplied photos meeting DMSU specifications are required. The expression must be neutral with both eyes clearly visible.
