Croatian passports are issued by the Ministry of the Interior (MUP), with applications handled at police administrations and at embassies and consulates abroad. The official photo is 35x45mm on a white background, as published on the Ministry of Foreign Affairs consular pages. The face should fill roughly 75-80% of the photo surface, and you must look straight into the camera without smiling. Croatia follows EU biometric rules, so prints need to be sharp, in colour, and recent.
