Germany enforces some of the strictest biometric passport photo standards in Europe, governed by the Bundesdruckerei specifications and ISO/IEC 19794-5 facial image requirements. Every photo is verified against automated biometric checkpoints at municipal registration offices (Buergeramt), and even slight deviations in head tilt, lighting, or expression trigger rejection. Since November 2025, German authorities have been transitioning to live-capture systems at government offices, but traditional 35x45mm prints are still accepted during the transition period.

- Background must be uniform light grey with 70-80% brightness on a neutral grey scale
- Head must be perfectly straight with no tilt or rotation; tolerance is less than 5 degrees
- Expression must be completely neutral: mouth closed, no smile, eyes open and looking at the lens
- Glasses with tinted, mirrored, or thick-framed lenses are not permitted; thin prescription frames are allowed only if eyes are fully visible
- Lighting must be even from both sides with no visible shadows on the face, eye sockets, or background
- Photo paper must be high-quality and smooth with no surface texture or gloss reflection
- Photo must have been taken within the last 6 months
