Portugal requires a 35x45 mm (413x531 pixels at 300 DPI) passport photo with a white or light background, administered by the Instituto dos Registos e do Notariado (IRN). Portuguese passport photo standards follow EU biometric regulations and ICAO 9303 standards. Applications are processed at IRN offices (Conservatórias) and Loja do Cidadão service centers throughout Portugal. Since the introduction of the biometric passport (PEP), photos are verified through automated facial recognition systems. Glasses are not permitted, and the expression must be completely neutral.
